Short answer: Adobe Illustrator.
Well, I found a nice virgin (unnamed/numbered) pic of the jersey back (thank you google) and I have the Premier League font.
Used Adobe Illustrator, which has a tool where you can put type along the path of a circle (or any shape). Copy-paste the name (I wasn’t typing that!)
Each text (the name and number) has 2 layers:
Name: Top layer – white. 2nd layer – Black with black 2px stroke.
Number: Top layer – white with black 1px stroke. 2nd layer – White with white 2px stroke.
Final touch: Add a monochromatic Premier League logo to the bottom of each number.
